I am trying to make my category pages be like my home page, with widgets and all. I read that you could create a category.php file and place the contents of index.php within it to get the desired affect (http://wordpress.org/support/topic/making-category-pages-like-landing-pages-instead-of-lists). However, that doesn't work.
Is there a way to have a custom category page with widgets on it? I was hoping I could pass the category ID to it, so that it would pull subcategories from the category and display the appropriate content with in widgets. I am looking for a 2 column widget with posts for each category
I know I can create a category.php file and put it in my child theme folder, but I am unsure of what code to put in there. Or if it is even possible.
I am using the metro theme.
It requires a fair amount of custom coding to do what you ask.
What you could do is copy your home.php file and rename the file and use that.
I've written about 2 methods you can use to do this.
Or you could create a custom template from scratch.

I understand making a page template, but you can't choose a page template as your category. If you are saying I should make a page for my categories and then use a template. I supposed I could do that. In which case, I could just use a widgets on page plugin or something to create what I am looking for.
I am not opposed to paying for someone to do it either.
