Under Menus > open up the tab for the page/post in the menu item, and check the box "open link in a new window/tab". Save menu.
I'm not really seeing it.
But, what I did was I created a new menu in the "appearance/menu" area. I created a menu called "footer menu", added custom links to my social media pages and added this menu into the "custom footer" widget. I don't see any options to check a box for opening a link in a new window.

There's no option for it on my screen. I'm not sure how to include a screenshot here. But all I have is:
Ok - at the top of that screen is a help tab, and next to it is another tab that says "Screen options". Open that tab, and check the "link tab" under "Show Advanced Menu Properties."
