I saw a site that had a line under each menu element the and the html showed this under the
<a href= etc... stuff
How do you add that?
Since it effects the nav on every page would it be added in functions.php?

If you want to put some text under the title of each nav menu button, you can go to:
Appearance > Menus > Screen Options (at the top right of the page) > Click the checkbox for 'Description'
Then for each parent menu item, click the down arrow and write whatever you want in the description field. Save the menus and as long as your theme supports menu descriptions, it will appear.
It's not text. It looks like a span element added below the menu item and they give it a 2px top border. Then they can make it move.

I put that in there but it doesn't save it. I'm using Parallax Pro.
You can try this custom Walker:
Then you need to unhook your navigation and re-hook it calling the Walker.
