Forgive my ignorance if this is an obvious solution but I seem to be unable to find it.
On my personal blog http://www.scotteberl.com I have a blog category which is an option in the navigation menu. The behavior I’d like to change is how that page displays the posts related to that category. Currently the out-of-box behavior appears to be using auto-excerpts which I would like to change. Do I need to edit the style.css or the functions.php to make that page display the entire content of each post?

You would need to insert a custom function to tell WP to display the loop differently on that specific category. To get started, you would need to be familiar with the conditional tags: https://codex.wordpress.org/Conditional_Tags. I use is_category () to accomplish what you want.
