Yes, you are correct. Step 2 only transfer text content, tags, category assigned. For images, manually transfer contents of wp-uploads folder to new location via ftp. Also check this plugin http://wordpress.org/plugins/wordpress-move/
If your questions are regarding Genesis Responsive Slider:
1. You can either show pages or post (mix of both ain’t possible). Configure this in Slider Settings.
2. Order of slides could work by modifying dates (I haven’t tried it though) refer – http://wordpress.org/support/topic/plugin-genesis-responsive-slider-order-of-slides
1. Install fresh WP
2. Use import / export feature in tools section to transfer contents from old wp to new wp
3. Transfer images via ftp

Are you using genesis 2.0 html5 based sample theme as seen here – http://www.genesisframework.com/ – is this theme appearing fine in responsive preview to you?
Use this plugin to add pagination feature to featured posts widget – http://wordpress.org/plugins/genesis-featured-widget-amplified/
Size of in the example site is 1600 X 600 [http://www.wmwebdesign.co.uk/wp-content/themes/minimum/images/sample.jpg]
As such size of 900px or 1024px width with good quality settings should look fine.

For posts which will display in featured tabs – you can manually enlarge image offline and upload them as featured image for specific posts. This is most neat and easy way to implement the required customization.

Use SEO title section in Genesis SEO settings or install SEO by Yoast plugin. Any title that you enter in SEO title field will over-ride existing settings. This can be done per post / page basis. For category and homepage, SEO by Yoast plugin settings can be used.
Your current theme is responsive but it seems you have messed up header css code for media queries. Lot of things not looking good in responsive mode. Either revert to original and start working again or address each section one by one or seek professional help (iguiding AT gmail DOT com).
Add following code at end of functions.php file
