Jeff, I figured it out. I was entering my images with a left alignment. When I corrected them to center alignment the sidebar took on a normal appearance.

I have cleared the cache. The same thing is seen on both my pc and laptop. With the white background it is fairly faint but the banner images inserted into the widgets do overlap the header.

I see it in both IE and FireFox.
What I see is the rainout, reporters wanted and gallery images pushing up into the headers above.
