Test 2 is my sample video. Even though both the video and it's thumbnail are both blacked out, they both play fine. But as you will see when you click the smaller Test 2 version, it does not scale.

the demo videos (vimeo) are entered once within the post with a 400/225 ratio yet somehow automatically downsize to different sizes when seen at the home page and then when opened up in the post...

I didn't know that our chrome sites were imaged linked with http://www.press75.com which seems to be now broken or down.

I just solved the problem by an arduous process of elimination. Still not totally clear how it is supposed to be caerized but at least I have a "template".
