Default Change Home Page Destination

Hi.
I am working on a site that uses an "Entry Index' page where visitors can choose between French or English.
Because this .html page is the index.html, the "Home" navigation takes you to this page.

My question is, HOW do I change the WP "Home Page" to take me to another Page / Post ?
I think i am close, and have tried changing this section in the "Header"
Code:
<div id="header">

	<div class="headerleft" <?php if(get_theme_mod('header_blog_title') != 'Text') { echo 'id="imageheader"'; } ?>>
		<?php
			if (is_home()) {
				echo '<h1>'.get_bloginfo('name').'</h1>';
			} else {
				echo '<h4>'.get_bloginfo('name').'</h4>';
			}
		?>
But so far things are not working, I think I am adding / deleting too much.
So, if I am correct so far, could someone please point out what I need to change.

Thanks in advance

Paul
