Create a clickable Anatomy Map

I would like to create a clickable Anatomy diagram for my website.

My questions are:

What type of coding was used to create the clickable map? Was it regular html or was it html5?

If it is html5. Can this be done with the genesis and lifestlye theme?

I need to get this outsourced so I need to know exactly what to tell the developer so that I don't lose a bunch of money or get scammed.

Looks lika an image map with a hover effect. Not really using anything introduced in HTML5 and there's nothing in Genesis or Lifestyle that would hinder adding an image map.
