Is there a way to hide the appearance > themes menu even from administrators? Maybe with functions.php? Looking for away to allow admin access but not to all of the themes.

This is a WordPress issue. You might get a better answer in the WordPress.org forums. I'll leave this open for community members to answer if they can.
