It is the defualt lightbox plugin, but IE has trouble handling a lot of those scripts because it's non-standards compliant. There also might be settings you have within your host that affect it. Try Shadowbox, which is essentially the same thing (you won't have to change anything but the plugin) and see if that fixes the problem.
