There's a big myth floating around that plugins are "worse" than adding code in a template file, or in functions.php. It actually doesn't make any difference - code is code, and all of it is included by Wordpress when processing a page. What does matter, however, is what the code does (database queries will be the biggest culprit, depending on server config, memory, etc). In the case of the type of code we're discussing here, it doesn't make any difference.
Yes, you could use that code, but it will cut the final word if character 40 is in the middle of a word.
