Can't speak to the plugin but...

I don't know of anything that will do exactly what you want. Seems do-able, though.

You could sorta jury rig the process by placing a text widget into the sidebar with your Constant Contact subscribe box and creating multiple subscriptions. Then simply copy a few post from a specific cat at preset times and send to that specific list.
