Your page_featured.php file has nothing to do with the FCG plugin.
Create a category named Featured, get the category ID number, put it where you had cat=21. Go to the FCG Options page and type in the Category Slug in the Category Name field. Note the slug is not the same as the Category Name, but displays after the category name in the edit categories section. Usually if you typed in Featured as the category name, featured will be the slug name. The difference being the capitalization. You can manually change or give the slug any name you want.
