when thats happened to me i've had to go into the mysql, its in wp-options. check the first 2 pages of the sql to ensure the paths are correct.

its also a good thing to learn as if you stuff up your functions file then it will happen again, YES you can simply reupload your backed up functions file via ftp bu this is an alternative.
