Can you disable 'comments' on some posts but not on others?

Yes, you can what you you are asking. On the post edit page, if the discussion meta box isn't showing, Seelct Screen Options on the upper right side of the page and make sure Discussion is checked. You can not apply comments or not to each post. The same applies to pages.
