You're potentially looking at two different people here. The first is someone who can make you the great looking themes and all of that. The second is someone that can help you put together a strategy to increase traffic. I might be able to help you come up with a strategy (SEO is my full time job), but like SoZo said, find a developer who has design talents you find interesting. If they're building off genesis, then you've already accomplished half the battle. Send me a PM if you have any questions.
