Email your host and ask them to install/configure suPHP and recompile. Should work after that. I had the same problem. For me, it happened when I tried to upgrade. The upgrade would fail then the next time I tried to log-on, I got the same type of error message. After some research, I discovered about suPHP and recompile. Worked like a charm once they had it installed and running.
