I didn't realize there was a way to select only the wp_X_options table.
You do this in something like phpmyadmin from your web host account.

However, how do I know which "wp_X_options table" to select from the multi-site?
Look up the blogID from the Network Admin -> Sites menu. If you have 5 sites, your defail main one is just wp_options. the next is wp_2_options and so on... If you;ve deleted a site some numbers may not be in order.

I don't think the database gives the specific name of each separate to find it easily.
Yes, it does. All blog-specific tables are grouped in the db. This is done by MySQL, not wordpress.

Also, is there a specific download & upload format that this wp_options dump should be ?
phpmyadmin gives a number of options. Pick on. A straight sql dump or a zip is what I usually do. When you import it through phpmyadmin on the new site, it checks.
You should keep tabs on my site
http://wpebooks.com which has plugins specific to multisite and a LOT of good info.
