I know I'm late to this thread, but one my clients' sites was experiencing this same issue.

In IE 8 the tabber was displaying just fine.

In FF 3.0.11, it was not.

However, disabling Adblock Plus on the page fixed the issue, so it did seem related to some bit of JS or something. Weird.
