They start designing and developing a long ways out with a lot of attention given to conversion rates and all that goodness. Because things are so intentional they aren't about to just finish and say ... hey responsive design seems important, we should throw some code onto the end of the site and call it a day.
The new themes coming out are responsive because they are taking a mobile first approach. They do the initial mockup of how the theme should work and look, then code up a rough sketch. Next they pull it in the mobile tester and start building how it should look on the mobile version. Once that is done they start working up how "more" can be added and done with progressively larger screens, with the ultimate goal of either 960 or 1140. When Copyblogger is ready to revisit their design they will start mobile and ask if they can get all their conversion goals met there with a given mobile look. They will probably do some testing and lots of other really cool market research that is beyond me, then keep moving on like that.
