No one really knows. The algorithms used by search engines are secret and most of SEO is a guess. Sometimes they are highly researched guesses with a strong possibility of being right and sometimes they are not even close. Read as much about SEO as you can and make up your own mind.

Anyone looking for an old post at the old location needs to be rerouted to the new location. That is explained in the article you referenced.
