Suggest you revert to your backups that you hopefully did before upgrading.

There is no need to "upgrade" wp-content, that is not where WordPress is upgraded. All you have done is wipe out all of your plugins and index.php in that folder is only used to prevent snoops from seeing what is in your wp-content folder.

I would wait until WP2.8.1 (not beta) comes out, probably in the next week.
