unable to "Install themes"

From the picture, it looks like you're using WordPress.com (the fully-hosted solution provided by Automattic). WordPress.com doesn't allow for custom themes (like Genesis and friends).

Except for what you're able to search for from the selection you were at, custom themes (and plugins) require WordPress.com's close cousin--the self-hosted variety--that you can download at wordpress.org.

The WordPress.org version requires you to have your own domain (http://example.com) and a hosting account with a provider (BlueHost, DreamHost, Nexcess.Net and WPEngine are the ones that I point people toward).
