No, nothing to do with the repeat parameter.
You keep adding more pages, with long titles and there is a limited amount of room on the navbar, so the page menu items are forced down to the next line. If you are going to have a lot of pages, then you need to start thinking of a better organization of them, using Parent & child pages.
