1. Yes. Simply add the image to the server and call it to the body section of your css like this:

background: hex color here url(images/imagenamehere) repeat nature and positioning here;
2. Yes. Modifying the width will be more difficult but you can do it. You will have to change your wrapper width and then the widths of all divs in the wrapper. You can use any image type you want for the header.
