if you mean the navbar it is controlled by this

#navbar {
background: #376B9D url(images/navbar.gif);

so you need to change both the background colour and alter or delete the navbar.gif

this will also need changed

#nav a, #nav a:visited {
background: #376B9D url(images/navbar.gif);
color: #FFFFFF;

hover is controlled here

#nav a:hover {
background: #5186
