There are a lot of ways to do that. You could make users register, then as part of their registration give them a one time access to a specific download. You could also use cookies, though users could spoof that by using different browsers/computers.clearing their cache ...

In any case, it will take custom code and will have some ways to exploit for multiple coupons. Users could even just print multiple copies if they really want to.
