open your site in your ftp program, first make sure you have a folder entitled uploads under wp-content

if you do change the permissions to 777 and go and upload a picture to your site. Now go back and set permissions for that file to 755 which is more secure and try to upload another picture. If you have difficulty set the permissions back to 777
