Plugin Development

Hello,

I know you can find and install a plugin that will turn Wordpress into a shopping cart.

I want to hire someone to develope a plugin that will turn Wordpress into a Memorial or Obituary generator for a funeral home client.

My question here is - am I wanting a plugin? or a Widget? or all new software?

My plan is to have "Posts" be Obits.

Would love some input from my peers.
