Adding checkbox for email notification on comments

Hello,

I am using the News 3.0 theme with Wordpress 2.8. I noticed on many of the blogs I post comments to they have a checkbox at the bottom of the comments section where I can choose to be notified via email when someone replies to my comment. I don't see this show up on my blog (www.theanywhereoffice.com). Is this a feature within Wordpress I need to turn on (didn't see it under discussion settings) or is there a tag I have to add to the News theme? Any help would be much appreciated.
