No Option For Static Homepage?

Hi,

I'm building a site and have no option under SETTINGS > READING to set a static homepage?

I am using:

Genesis 1.8.1
Wordpress 3.2.2
Balance Theme

I did the development on a different domain using the previous versions of Genesis & Wordpress and had the option there to use a static hompepage.

Anyone have any idea why this may be?
