Where Do You Configure Plugins Nowadays?

I must be running 2.7, where have they hidden the area where I can manage plugins after installed? I swear Ive looked on every screen. (Specifically for the order-categories plugin.)
Is it just me or are they making it more and more non intuitive to find this with every release? Could be just me.
