Media Settings

In this article: http://www.studiopress.com/tips/how-to- ... bnails.htm it tells about how to give sizes in media settings. However, I can not find the settings as per the image at all and do not see how the sizes can be adjusted. Is this because it has changed in WP 2.8? Does this mean we cannot change the set sizes?
