Default Background white / graphic not extending to end of page

Does anybody have any ideas for me? I customized the background image from the default theme - the image is the same size as the original. The footer is still showing a white background and I'm not sure where it is coming from:

I think it is related that on pages that don't have much content a lot of white background is showing and the faded background image is hidden by the white. For instance, the main page looks fine (except there's a white background behind the copyright info), but look at this page:

http://wordpress.cinetixsolutions.com/our-expertise/

This would of course be less obvious once there is more content on the page, but I'd like to figure out why the graphic is not extending to the bottom of the page. Is there a way to extend the graphic through to the end of every page?
