Missing Reading Settings

Ok, this is a very strange issue, one I've never come across before. I'm setting up a site for a client, and for some reason, under the reading settings, the option for what the front page displays is not listed! I've deactivated all plugins, made sure I'm running the latest version of WordPress and Genesis, but no change. Has anyone ever had this happen before? Here's a screenshot so you can see what I mean.
