What approach to build a hospital website like this?

I have a client that is looking to have their hospital website built like this one:

When I click on the different Horizontal menu items of "Services" or "Locations"... etc... its unique and not sure how this was built. Looking at the code it doesn't look it was built on WordPress. Any thoughts on best way to build something like this website with one of the Genesis themes?
