adding a line of code to page template

Below is a line of code and text I have been trying to add to the bottom of my Page Template but I can't get it to work. Could anyone please tell me what I am missing. What I am trying to say is if it is not these pages that I have listed with ID nos. then I want it to show the line of text that I have added which includes the title of the page. Any help would be greatly appreciated. thank you.
