How to change Permalink setting

I really would appreciate your help:

When I installed Wordpress, I used the numeric IP address for my site (the DNS change had not yet propagated). In the permalink setting, the default is:

http://74.53.190.14/~jmart004/?p=123

How do I change the permalink to the URL

http://parsec-llc.com

Please note that the change I want to make is the part of that comes before what you enter in 'custom structure'.
