Adding a (html) title to main nav pages

I can't find this by searching, so sorry if this is a duplicate ...

On a Streamline (WP 2.8) site (http://www.30-days.net) I have a Page called TOC.

I would like to add a (html) "title" to that so on hover shows "Table of Contents".

I have no idea how to do this in PHP but I see even this forum software does it on the "B" etc links above).

Help appreciated.
