Default add class to html tag

Is there a way to add a class to the html tag in a child theme? I can't find any hooks that would do this.

<!doctype html>
<!--[if IE]><![endif]-->
<!--[if lt IE 7 ]> <html lang="en" class="no-js ie6"> <![endif]-->
<!--[if IE 8 ]> <html lang="en" class="no-js ie8"> <![endif]-->
<!--[if IE 9 ]> <html lang="en" class="no-js ie9"> <![endif]-->
<!--[if (gt IE 9)|!(IE)]><!--><html lang="en" class="no-js"><!--<![endif]-->
<head></head>
<body></body>
</html>
