Default Developing Genesis Theme Without Affecting Current WP Site - Novice

I'm looking for some advice on how to properly execute developing a new Genesis theme without affecting our current WP website (not genesis) i.e. our site cannot have any downtime.. Maybe WP could be installed in a different folder on our hosting platform, then the data could be transferred over once the new site is complete? I'm really not sure how to properly do this... If someone could give me an easy to follow step by step, it would be hugely appreciated.
