corrupted files affecting edit/insert

Hello;

I was reading some thread on the Wordpress.com/support board and they suggested that to fix the code issues that are affecting the insert/edit link window I should delete the wp-admin and wp-includes folders and replace them with "fresh" folders. Is this safe to do?
