How to have Featured Article or Story on Home Page

Greetings

I have check the forum and tutorials, no doubt I have miss How to display Featured Articles on home page,
as appear on StudioPress - Streamline template.

I have already imported Streamline xml. Do I need a plug-in, or modify the template?

Thanks for any help, for pointing me in the right direction.
