Trying to change domain name in Settings

Hello,
I set up a website using http://174.132.169.35/~tmsoluti/ because the old site needed to stay live in the interim.
Now that I need to change the Wordpress address and site address (settings /general) it won't let me. I have already changed the DNS and they're propogating but its a problem if I can't change Wordpress.
Help -what have I missed!
