In need of the ultimate wordpress calendar plugin

I'm hoping someone can point me in the right direction in finding a plugin or plugins that will achieve the calendar results I want. Consider this my "dream plugin."

1. Using some sort of geo/ip information, the plugin would determine what city you're visiting from.
2. It would then make certain content available to you based on your location - in my case a calendar page of social events. If someone visits from Atlanta, they get the calendar of Atlanta events, for example.
3. However, if they're from Atlanta but want to know what's happening in Chicago (for example), then they can choose Chicago from a menu.

==== The Calendar ====

People/companies/social events organizers would be able to submit a social event from a form below the calendar. This could probably be accomplished with a simple form or a comment form extension. These submitted events would then go to a queue of some sort in my dashboard for approval. At this point I'm not sure if I could approve the events and have them appear on the correct calendar or if I'd have to manually enter them.

Optionally, each calendar event could be linked to a wordpress page where the event sponsor - if known and trusted - could create an event page with graphics, further details, etc.

Such a set up would allow sponsors for each calendar in each city/geo location.

Does this make sense? And do you know of any such plugins?

Interestingly, the calendar for the SMF forum does much of this except for the geo location part - and of course there's just one calendar per install. I would imagine, though, that multi-calendars in my dream plugin would somehow be generated dynamically.

Thoughts?
