Default How to Create a Blog Page on Your Site

I'm trying to follow the instructions from the FAQ > Resources - General Tutorials > How to Create a Blog Page on Your Site.

I can't figure out how to "Go to your WordPress dashboard, and select Write Page." My best guess is that this is different in the new version given this post dates back to 2008, but I'm not sure.

I've tried Settings > General and updating my blogs URL (it just repeats the home page at the new URL).

I've tried Settings > Reading but can't figure out how to use these settings and make it work.

I realize that the solution is likely readily apparent and that I'm idiot for not seeing it, but help would be greatly appreciated.
