festured property post template

i have tried every which way from sunday to get the featured property post template to come up. I have no idea what i am doing wrong...

i have downloaded the post-template.php plugin, installed it, activated it, and i still don't see the dropdown box on my post page.

any help what so ever would be greatly appreciated.
