Default Adding Subject BORDERS around Content Titles

I am trying to add title borders around the content subjects. Currently the text sits on a white background along with the rest of the content section and I would like to add a border across the entire top subject title area to make the subject stand out more.

Content subjects like (sidebar): Text Widget, Categories, Blogroll, etc. (homepage): the content area where the category titles sit.

I couldn't find a thread about this, I'd appreciate any assistance.
