Streamline Fatal Error

I tried loading Streamline after downloading it from here and I keep getting this message from Word Press

Fatal error: Call to undefined function register_setting() in /home/pointpar/public_html/traveltoeuropeaskdoc/wp-content/themes/streamline_30/tools/theme-options.php on line 39

Any pointers?
